नेपाल नर्सिङ परिषद् नेपालमा नर्सिङ शिक्षाको एकरूप र उच्च स्तर कायम गर्न स्थापित वैधानिक निकाय हो। परिषद्ले नर्सिङ योग्यतालाई मान्यता दिन्छ, नर्सिङ शिक्षण संस्थालाई प्रत्यायन (accreditation) दिन्छ, नर्सिङ लाइसेन्स परीक्षा (NLEN) सञ्चालन गर्छ र नेपालमा दर्ता भएका नर्सहरूको अभिलेख राख्छ। परिषद् नेपाल नर्सिङ परिषद् ऐन, २०५२ (सन् १९९६) अन्तर्गत स्थापना भएको हो। परिषद्को अध्यक्ष नेपाल सरकारले योग्य व्यक्तिमध्येबाट मनोनयन गर्छ। The Nepal Nursing Council (NNC) is a statutory body for establishing uniform and high standards of nursing education in Nepal. The Council grants recognition of nursing qualifications, gives accreditation to nursing schools, administers the Nursing Licensing Exam (NLEN) and maintains the registration of Registered Nurses in Nepal. NNC was established in 1996 under the Nepal Nursing Council Act 1996. The Chairperson of NNC is nominated by the Government of Nepal from among qualified individuals.
परिषद्को गठनHow the council is formed
परिषद्मा विभिन्न क्षेत्रको प्रतिनिधित्व गर्ने सदस्यहरू रहन्छन्:The council has members representing different sectors:
- ऐनले तोकेको योग्यता पुगेका नर्समध्येबाट नेपाल सरकारले मनोनयन गरेको अध्यक्ष — १ जनाOne chairperson nominated by the Government of Nepal from among nurses meeting the criteria set by the Council Act.
- कम्तीमा स्नातक तह (नर्सिङ शिक्षा) पछि १२ वर्ष अनुभव भएका नर्समध्येबाट नेपाल सरकारले मनोनयन गरेको सदस्य — १ जनाOne member nominated by the Government of Nepal from among nurses with 12 years' experience after at least a Bachelor's degree in Nursing Education.
- नर्सिङ क्याम्पस प्रमुखमध्येबाट नेपाल सरकारले मनोनयन गरेका सदस्य — २ जनाTwo members nominated by the Government of Nepal from among the Campus Chiefs of nursing colleges.
- नेपाल नर्सिङ संघ (NAN) का अध्यक्ष — पदेन सदस्यThe chairperson of the Nursing Association of Nepal (NAN) — ex-officio member.
- स्वास्थ्य सेवा विभागका महानिर्देशकले तोकेको सदस्य — १ जनाOne member designated by the Director General of the Department of Health.
- चिकित्साशास्त्र अध्ययन संस्थान (IOM) का डीनले तोकेको सदस्य — १ जनाOne member designated by the Dean of the Institute of Medicine (IOM).
- क्षेत्रीय / अञ्चल अस्पताल र निर्देशनालयमा कार्यरत नर्सिङ प्रमुख (प्रशासक) मध्येबाट नेपाल सरकारले मनोनयन गरेका सदस्य — ३ जनाThree members nominated by the Government of Nepal from among nursing chiefs (administrators) working in regional / zonal hospitals and directorates.
- उपभोक्ताको तर्फबाट राष्ट्रियस्तरमा ख्यातिप्राप्त व्यक्तिमध्येबाट नेपाल सरकारले मनोनयन गरेको सदस्य — १ जनाOne member nominated by the Government of Nepal from among nationally renowned persons, on behalf of consumers.
- प्राविधिक शिक्षा तथा व्यावसायिक तालिम परिषद् (CTEVT) को प्रतिनिधि — १ जनाOne representative of the Council for Technical Education and Vocational Training (CTEVT).
सदस्यहरूको पदावधि ४ वर्ष हुन्छ। परिषद्को दैनिक प्रशासनिक काम सञ्चालन गर्न नेपाल सरकारले ऐनले तोकेको योग्यता पुगेका नर्समध्येबाट रजिस्ट्रार नियुक्त गर्न सक्छ। अन्य प्रशासनिक कर्मचारी कामको आवश्यकताअनुसार परिषद्ले नियुक्त गर्न सक्छ।Members serve a term of 4 years. To run the council's daily administration, the Government of Nepal may appoint a Registrar from among nurses meeting the criteria in the Act. Other administrative staff may be appointed by the Council according to need and workload.
परिषद्को अधिकार, काम र कर्तव्यPowers, functions and duties
- नर्सिङ पेसा सुचारु रूपमा सञ्चालन गर्न आवश्यक नीति बनाउनेTo formulate the policy required to run the nursing profession smoothly
- शिक्षण संस्थालाई मान्यता दिनेTo grant recognition to teaching institutions
- मान्यता पाएका शिक्षण संस्थाको पाठ्यक्रम, भर्नाका सर्त, परीक्षा प्रणाली, पूर्वाधार लगायतको मूल्याङ्कन र पुनरावलोकन गर्नेTo evaluate and review the curriculum, admission terms, examination system, infrastructure and other conditions of recognised teaching institutions
- मूल्याङ्कनमा परिषद्ले तोकेको स्तर नपुगेको पाइएमा त्यस्तो संस्थाको सञ्चालन अनुमति खारेज गर्न सिफारिस गर्नेTo recommend revoking the operating approval of an institution found not to meet the council's standards
- नर्सिङ व्यवसायीको योग्यता निर्धारण गर्ने र योग्य व्यक्तिको नाम दर्ता किताबमा दर्ता गरी प्रमाणपत्र दिनेTo determine the qualifications of nursing professionals and issue certificates after entering qualified professionals in the register
- नर्सिङ व्यवसायीको कार्यसीमा निर्धारण गर्नेTo determine the scope of work of nursing professionals
- नर्सिङ व्यवसायीको व्यावसायिक आचारसंहिता बनाउनेTo formulate the professional code of conduct for nursing professionals
